The Protection of civilians in armed conflict: The United Nation Security Council Resolution 2573 (2021) (S/RES/2571 (2021)

Recently adopted by the United Nations Security Council on 27 April 2021, the resolution entitled “Protection of civilians in armed conflict” falls under the Charter of the United Nations for the maintenance of international peace and security especially to promote and ensure respect for international humanitarian law. The 15 members of the UN Security Council unanimously voted for the adoption of this resolution, that is China, Estonia, France, India, Ireland, Kenya, Mexico, Niger, Norway, Russian Federation, Saint Vincent and the Grenadines, Tunisia, United Kingdom of Great Britain and Northern Ireland, United States of America and Viet Nam.

The resolution recognizes the key elements such as the full respect for the sovereignty, territorial integrity and political independence of all states as stated in the Charter of the United Nations.

The UN S/RES/2573 (2021) reiterates that various states owe the responsibility to protect the population throughout their territories. The resolution expressed grave concern on the level of violence perpetrated against civilians in situations of armed conflicts including discriminate attacks and establishment of military positions in densely populated areas and their devastating impacts upon civilians and their properties.

The protection of civilians and their property during armed conflict is prioritised in this resolution as well as the protection of humanitarian workers

All parties to armed conflict across the globe are urged to comply with their obligations under international humanitarian law including respecting and protecting civilians and taking constant care to spare civilians objects, including such objects critical to the delivery of essential services to the civilian population.

Recognising the need to return as quickly as possible and in an inclusive and equitable manner provision of essential services, while building back better and providing more resilient essential services to the civilian population, in contributing to advancing the comprehensive approach to sustaining peace in countries in situations of armed conflict and post-conflict, and in this regard, welcoming relevant international and regional cooperation,
