The U. S. Embassy in Yaoundé is seeking eligible and qualified applicants for the position of Project Management Specialist- (HIV/AIDS)- Solicitation Number 72062421R100007 the closing date for this position is June 30, 2021.

BASIC FUNCTION OF POSITION:
The incumbent of this position is the senior project manager and key public health advisor on HIV/AIDS prevention, treatment, and support to the USAID/Cameroon health office. Job holder oversees all HIV/AIDS programming in Cameroon and provides expert advice and recommendations to ensure successful linkage of services across the continuum of treatment, care, and support for USAID-funded (and if required, other U.S. Government agencies) projects under the President’s Emergency Plan for AIDS Relief (PEPFAR). As the technical and programmatic lead for HIV/AIDS programming, the incumbent works closely with the Senior Health Advisor to lead the team in the elaboration and implementation of USAID/Cameroon’s overall strategy as outlined in the annual Country Operational Plan (COP). S/he will lead USAID participation in national meetings/technical working groups tasked with evaluating, creating, and/or updating existing national policies on HIV/AIDS care and support, pediatric and adult treatment, and other relevant policies. Job holder represents USAID/Cameroon on issues related to clinical quality improvement and community linkages at technical, policy and strategic planning meetings, including meetings with collaborators and donor agencies. The job holder will have direct supervision of two FSN staff, the HIV Program Management Specialist (FSN 11) and the Health Program Assistant (FSN 8) as well as overall leadership for coordination of the PEPFAR team which includes six FSN and one TCN staff.
Education & Prior Work Experience:
Minimum of Master of Medicine, Medical Science or related fields of study and at least ten years of professional experience in technical oversight, design, and implementation of HIV/AIDS care programs that vary in size and scope of $1.5 – $10 million per annum. Preference will be given to candidates who have HIV/AIDS clinical experience and who can demonstrate experience implementing one or more programs in the following areas: – community-based programming for PMTCT, PLHIV and OVC; pediatrics and adolescent care; experience working with key populations. Fluency in English and French is required. Language proficiency may be tested.
MARKET VALUE: CFA 28,496,551 – CFA 49,868,971 equivalent to FSN-12
In accordance with AIDAR Appendix J and the Local Compensation Plan of USAID/Yaoundé. Final compensation will be negotiated within the market value.
