Job Description
Background
Cameroon is compounded by three conflict-related humanitarian crises: in addition, the secondary impacts of the COVID-19 pandemic have further exacerbated the needs in country. Incursions by Armed Organized Groups (AOGs) in the Lack Chad Basin have resulted into 115,000 Nigerians seeking refuge in Cameroon and a further 322,000 Cameroonians as IDPs in urgent need of humanitarian assistance. Cameroon’s Eastern regions are still home to nearly 300,000 refugees from the Central African Republic, and, the third crisis is the on-going violence in the two English-speaking regions of North-west and South-west where nearly one million Cameroonians have been displaced due to this crisis.
NRC has been operational in Cameroon since April 2017, and currently has five field offices; Maroua and Kousseri in the Far North; Buea in the South-west; Bamenda in the North-west and Batouri in the East. NRC maintains a coordination office in Yaounde
The purpose of the Head of Support role is to ensure that all support functions are providing high quality and efficient support programme implementation.
Responsibilities
- Ensure internal control systems are strengthened and enforced
- Provide technical support to all areas in HR, Finance logistic and ICT domain where it’s needed.
- Lead the country office’s efforts to ensure cost effective delivery of all support functions, identifying opportunities for cost savings and new and effective ways of working adapted to the changing operational landscape.
- Guide and support the NRC Cameroon’s approach to capacity building and training for the national workforce in order to support the country office’s nationalization efforts.
- Support improvement of Country Office (CO) backlog system and compliance system, ensuring the country delivers programmes with the highest adherence to donor and NRC global compliance standards.
- Lead ongoing efforts to improve data management, visualization and data protection. Ensure support departments adhere to improved data management systems and ensure information is shared, accessible and used for decision making across support functions and programmes.
- Development and implementation of in-country policies, and strategies related to financial management, risk management, budgeting and funds management
- Technical development and continuous adaptation of NRC’s financial and logistics management systems, procedures and tools through innovation, in close cooperation with other departments, donors, NGO partners, and Regional Office.
- Ensure smooth communication between Yaounde and field teams
- Participate in support related meetings with other INGOs and/or UN agencies
- May be required to become Acting CD when the CD is out of the country
Generic professional competencies for this position:
- Post graduate studies in Operations Management, Business Management, Finance or any related field
- Minimum 4 years’ experience from a senior management position in a humanitarian/ recovery context
- Experience from working in complex contexts
- Experience in allocation of resources and costs is an advantage
- Fluency in French and English, both written and verbal
Context knowledge and experience:
- Knowledge of the context in Cameroon is an advantage
- Solid knowledge of HR, finance and logistics routines in a humanitarian context
- Ability to process large amounts of liquid data
- Experience with start-up, exit or similar
