Job Description
IRC is the partner of UNHCR for the implementation of Protection activities in the North West and South West Regions of Cameroon, to respond to the humanitarian protection needs caused by the protracted crisis situations in the two Regions.
This project seeks to ensure that the situation of the persons of concern is continuously monitored in these regions, key protection risks identified and analyzed, persons with specific needs identified and referred for further assessment and assistance, and that communities are monitored and community level concerns are identified and referred for further assessment. Protection incidents will be continuously documented analyzed and reported to IRC and the Protection Cluster regularly to inform response and advocacy.
IRC is recruiting two Protection and Rule of Law (PRoL) Program Assistants each to be based in Buea and Bamenda. The PRoL Program Assistants, are members of the Protection Team, operating in the North West and South West Regions. The role of the PRoL Program Assistants will be to ensure efficient and effective administrative support to the PRoL team to ensure timely delivery of program services in liaison with the different department of operations including finance, supply chain, security and HR.

SCOPE OF WORK:
The Program Assistant willsupport the coordination of program support activities as they relate to logistics, administration or security as relevant, under the guidance and supervision of the Protection Officers, and PRoL Manager and in coordination with the relevant departments. Comply with all relevant internal policies and directives. The Program Assistant, will be responsible for providing support for day-to-day administrative requirements, functions and general affairs of PRoL Sector. This include communicating between PRoL program team members and operation staff, including raising of payment requests and liquidating expenses, creating and procurement plans and spending plans, cleaning of BVAs and assisting in the planning and managing of program events.
Duties and Responsibilities
Administration:
- Attend to the office day to day administration duties in a professional manner within the sector.
- Raise PRs according to requests from the PRoL management team and the officers in the department.
- Ensure all PRs raised in the department are documented in the PR tracking book and copies filed soft and hard.
- Follow up of all PRs raised.
- Work with the team and follow up payment for clients’ bills referred to health facilities.
- Photocopy required documents for teams in the field and dispatch to them.
- Photocopy required documents for clients to be attached on the PRs for their facilitation.
- Filling of PRs and activities reports hard and electronic;
- Ensure that all the files are managed, arranged in an orderly, secured and confidential manner;
- Ensure that all PRoL staff comply and submit their time sheets timely
- Prepare contracts for focal points
- Ensure prompt payment of focal points.
- Participate in BVA cleanings
- Making logistic arrangement of sector meetings and trainings
- Drawing and updating spending plans, procurement plans;
- Ensuring timely procurement for all projects and dispatching and delivering of procured items to all the bases and tracking all procured items.
- Ensure the tracking of PRoL materials and items
- Acting as liaison between different operations department, Supply Chain, Finance and HR.
- Assisting in the planning and overseeing of significant event of the sector.
- Seeking security clearance for staff when needed;
- Submission of weekly and quarterly cash forecast.
- Submission of weekly movement plans.
- Any other duty assigned by the supervisor
Comply with the IRC security procedures and report the security information provided to him to ensure a safe and secure environment for the implementation of the program.
Coordination & Représentation
- Ensure coordination of programming with any other sectors or external stakeholders as per portfolio of projects
- Work closely and coordinate with the IRC Support Services to ensure timely and effective completion of program activities. This includes participation in BVA cleaning meetings, Supply Chain meetings, etc.
Others:
Any other task requested by his/her supervisor to allow the efficient administration of the PRoL program activities.

Qualifications
- Diploma in Business Admin, Economics, Social Work Public Admin or any other related field. Bachelor degree in the same disciplines will be an added advantage.
- At least 2 years of experience in office administration and finance.
- To be of Cameroonian nationality

- Strong interpersonal, intercultural and communication skills
- Excellent analytical and written skills, and good computer skills including MS Word, Excel, PowerPoint and Outlook.
- Fluency in English Language, Pidgin English and/or a local language of the Region assigned.
