ROLE PURPOSE:  How does this post support Plan’s strategy and mission?    

This project therefore consists of strengthening the food security and nutritional situation of Central African refugees through cash transfer activities (CBT), conditional in-kind distribution, improving the nutritional situation of children aged 6-23 months (BSFP), improving their living conditions and protecting their livelihoods through asset creation activities in emergency situations. The aim is to improve the food consumption score of food-insecure households and limit the use of erosive coping strategies, and thus protect the assets of refugees by providing them with food support and education on good nutritional and hygiene practices.

The achievements of the project are linked to Plan International Cameroon areas of global distinctiveness (AoGD) and aim to promote girl’s equality and rights..
 

DIMENSIONS OF ROLE:

  • Capacity building of programme staff and key stakeholders on gender and protection
  • Build capacity of key stakeholders on protection, child protection and Gender/GBV
  • Conduct periodic reviews on gender and protection and assess barriers/protection risks faced by women, adolescent girls and children in all their diversity  to inform quality programme implementation actions
  • Develop training materials and IEC packages on SGBV & child protection
  • Promote awareness/education on SGBV standard operating procedure (SOP) and protection minimum standards
  • Coordinate and facilitate community meetings and dialogues with stakeholders on SGBV & child protection issues and develop action plans
  • Represent Plan International at the monthly & quarterly gender-based violence and child protection working groups hosted and share progress, challenges and appropriate follow up plans.
  • Establish and implement feedback and complaints mechanisms on SGBV and Child protection in alignment with the Organisations policies across the programme area. This will include documenting all SGBV cases reported and contributing to the SGBV database/information management system at the district and national level
  • Collaborate with gender and protection actors through enhanced synergies to implement protection education, case management and referral of SGBV cases received to existing SGBV referral mechanisms. The Officer shall ensure that such cases are followed up to completion
  • Intentionally, informally and formally  conduct regular  feedback reviews with beneficiaries, non-beneficiaries, government, other agencies, relevant partners regarding programme commitments and staff conduct
  • Compile and submit quality reports to the Project Coordinator as directed. Ensure that all reports are highly accurate

The Gender and protection Officer must maintain good collaboration and communication with beneficiaries, retailers, the complaints committee, and other stakeholders in the area.

Speaks, writes clearly and effectively; correctly interprets messages from others and responds appropriately; Adopts an appropriate communication style when communicating with the whole range of colleagues, partners, Children and communities; exhibits active listening and effective feedback; ability to clearly and convincingly express thoughts and ideas in written and verbal form.

Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.


TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE:
Qualifications

  • A Bachelor’s Degree in Gender Studies, Social Sciences, Human Rights or any other relevant field
  • A minimum of five years of experience working in child protection/gender and development programming, preferably in vulnerable settings.
  • Familiarity with key international standards (e.g. CP Minimum Standards, Red Cross and Red Crescent Code of Conduct, SPHERE, and the Humanitarian Accountability Partnership (HAP) Standard, etc.)
  • Ability to guide the project team on specific exercises such as the integration of Protection, the Gender and GBV in projects, on gender qualification, on conducting gender analysis, GBV and protection, gender and audits protection and on the way to integrate gender into the programming and control functions support such as security, the logistics, finance and communications
  • Additional Certificate courses in IASC Guidelines and key training packages preferred (Caring for [Child] Survivors of Sexual Violence, psychological First Aid in Emergencies, CPiE Minimum Standards, and GBV IMS, International Humanitarian & Human Rights Law Foundations, etc), is an added advantage
  •  Good command of basic software INDISPENSABLE (Word, Excel, Outlook, Power point etc.)

Knowledge and skills

  • Excellent program implementation and report writing skills
  • Demonstrated ability in Data Collection, Data Management and Analysis
  • Computer skills, especially statistical analysis
  • Analytical, problem-solving, and communication skills
