Context:

Humanitarian needs in Cameroon remain high. According to the Humanitarian Needs Overview 2022 (HNO) published in December 2021, approximately 4 million people (or one in seven) are in need of emergency assistance as the country continues to face three critical humanitarian fronts (Far North region, North-West, South-West (NWSW) regions and East region’s refugee crisis), in addition to the COVID-19 pandemic, a global health crisis with significant socio-economic impacts.

In the Far North region of the country, the number of people displaced due to the Lake Chad Basin conflict continues to increase. As of 30 September 2021, over 607,000 people were displaced in that region, an increase of over 47,000 IDPs and returnees since September 2020.

In parallel, climate change has led to intensified conflict over resources, with inter-communal clashes in Logone-Birni (Logone-et-Chari) over access to water, that have led to the displacement of over several thousands of people. Furthermore, the Far North region experiences regular flooding and droughts that severely reduced crop yields in recent years.

IOM is a key humanitarian partner in Cameroon with several interventions in many areas of the country. In the Far North region they include the critical collection and analysis of data on the numbers, situation and needs of affected populations. This data is, shared with the humanitarian community and government partners to inform humanitarian assistance and response programming.

Under the direct supervision of the Emergency Coordinator and the overall supervision of the Chief of Mission of IOM Cameroon, and in close coordination with the relevant Heads of Units of IOM Cameroon, the DTM unit in the Regional Office (RO) in Dakar and the Displacement Tracking Matrix (DTM) Support Unit in Geneva, the Project Officer (DTM) will be responsible for coordinating DTM related activities in the Far North region in Cameroon, including coordination, implementation, supervision, monitoring and evaluation of DTM activities and the production of required DTM reports and information products for the humanitarian community.

Core Functions / Responsibilities:

  1. Coordinate and supervise the implementation of in-country Displacement Tracking Matrix(DTM) operations in the Far North region of the country, liaising with relevant counterparts at HQ, Regional and Country level.
  2. Contribute to the development of and supervise and monitor field assessments in order to gather timely information with multi-layered data collection techniques – on displacement, population mobility, movement flows, multisectoral needs and other types of data as required as well as provide technical support to sub-offices on DTM issues.
  3. Supervise DTM staff, provide guidance and capacity development with respect to compiling, managing, analyzing, reporting on, and disseminating DTM data.
  4. Monitor and evaluate the work of Implementing Partners (IPs), facilitate effective workload distribution among teams, coordinating closely with IPs supervisor to support the timely and effective collection of data; work closely with IPs to respond to challenges prior to and during data collection and provide technical guidance and capacity building as needed.
  5. Monitor the effectiveness, timeliness and adequacy of existing DTM methodologies, including Mobility Tracking, Flow Monitoring, Multisectoral Needs Assessments, Site Assessments, Emergency Tracking and other information gathering systems; consult with internal and external stakeholders on information needs for the humanitarian response in the Far North, as well as actions/responses undertaken using DTM figures and findings, recommending adaptations to DTM strategy and tools in order to better address these needs, in close collaboration with the DTM’s Global Support Unit at IOM Geneva Headquarters (HQ) and the DTM Unit at IOM’s Regional Office in Dakar.
  6. Undertake field missions to support the DTM team in the Far North and participate in training sessions and workshops, and field monitoring visits as needed.
  7. Ensure that data collection, analysis and sharing adheres to IOM Data Protection Principles,including anonymity of data, informed consent, and third-part transfer principles.
  8. Analyze DTM data and coordinate the production of required reports and information management products including, but not limited to, concise analytical and statistical reports, displacement profiles, return profiles, maps, and other relevant information products.
  9. Supervise information management and project assistants on analysis and reporting tasks.
  10. Participate in coordination meetings related to DTM, mobility, displacement and information management and provide data support for decision making and cluster coordination as required.
  11. Encourage the use of DTM at the central level with Government and UN agencies.
  12. Check if the information management needs of the different stakeholders are met and provide data support to help decision making and cluster coordination as required.
  13. Facilitate the provision of regular timely, accurate, quality information to relevant stakeholders regarding movements, new displacements, mobility trends, conditions and multisectoral needs in displacement and return/relocation hosting locations, as well as the situation of vulnerable groups including children, elderly, and disabled persons through the effective dissemination of information products and datasets, including through distribution lists, at stakeholder meetings, and during presentations to internal and external actors.
  14. Liaise with relevant actors on data governance to assist in the development of a capacity transfer strategy on displacement data.
  15. Provide inputs and information to support the preparation of programme and project funding proposals for donors.
  16. Monitor DTM-related project budget expenditures, tracking and following up on updated donor reporting of DTM projects.
  17. Facilitate the integration of gender perspectives and attention to specific vulnerable groups including women/girl’s and children’s rights issues within project proposals and activities.
  18. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences International Relations, Law, Humanitarian studies, Disaster Risk Management, Statistics, Information and Computer Sciences, Information Management, Demography, or a related field from an accredited academic institution with two (2) years of relevant professional experience; or
  • Bachelor’s degree in the above fields with at least four (4) years of relevant professional experience.

Experience

  • Experience in humanitarian emergencies, with at least one (1) year of field experience in information management in the context of emergency crisis response, post conflict or other displacement situations is required;
  • Experience in coordinating and implementing projects including coordinating field activities, producing high quality analytical reports and supervising staff/team is required;
  • Experience in the production of high quality information products in a timely fashion is highly desirable;
  • Working knowledge of DTM;
  • Experience in managing highly sensitive data in a humanitarian context is highly desirable;
  • Experience liaising with multiple stakeholders is desirable;
  • Experience with population and migration databases is desirable;
  • Familiarity with the region is an advantage.

Skills

  • Advanced skill and experience in data management and knowledge of GIS is desirable;
  • Advanced skills in Microsoft Excel and/or Access is an asset;
  • Knowledge of statistical tools (SPSS, R or Stata, or KoboCollect) is an asset;
  • Advanced skill and experience in design of tools and software development is an asset;
  • Knowledge of IOM/UN regulations, policies, and procedures.

Languages

IOM’s official languages are English, French, and Spanish.
