Project Overview

Data for Implementation (Data.FI) is a five-year project funded by the U.S. Agency for International Development (USAID) that helps countries strengthen and sustain access to mission-critical, high-quality data to accelerate HIV and COVID-19 epidemic control. The project provides end-to-end solutions from streamlining information needs to building sustainable and scalable data systems, and supports global monitoring, evaluation and learning through the development of global guidance, indicators, tools and curricula, and research. Data.FI is providing support to USAID/Cameroon to the strategic information and monitoring and evaluation (M&E) capacity of the 4 PEPFAR-funded local partners providing community services in Cameroon. This consultancy will be based in Cameroon, with preference for Yaoundé.

Purpose of Position

Data.FI is seeking a Community-Led Health Information Systems Consultant to support the implementation of this activity in Cameroon. The Health Information Systems consultant will be the main provider of technical support and capacity strengthening to the four selected local partners related to partner information systems and data management needs. The Health Information Systems Consultant will work in collaboration with the Capacity-Strengthening Strategic Information (SI) consultant (lead implementer) based in Cameroon, and the Activity Manager based in the U.S and technical experts located across sub-Saharan Africa and in the U.S. This consultancy will be supervised by the Data.FI Activity Manager and will be based in Cameroon, with preference for Yaoundé.

Key Responsibilities

With oversight and support from the Data.FI Activity Manager, Technical Experts and the in-country SI consultant:

  • Support Data.FI Activity Manager and SI consultant to coordinate with USAID/Cameroon and USAID PEPFAR IPs (e.g. Maintaining Epidemic Control (EpiC) and Accelerating Support to Advance Local Partners (ASAP)) as necessary, to conduct a desk review of available local IP assessment documentation and recommendations for capacity strengthening. If needed, support baseline assessment of each local partner’s SI capacity, specifically understanding of local partners’ hardware and software challenges, to complement existing documentation.
  • Implement information systems and data management aspects of each local partner’s capacity strengthening plan. This includes ensuring that the local partner’s management information system (MIS) is adequately capturing all collected data, support in database management, including technical support in the management and use of project information systems, and ensuring that data collected meets information needs.
  • In collaboration with Data.FI technical experts, develop high quality information systems and data management training materials and guidance documents for local partners based on their SI needs. Incorporate information systems and data management materials into other parts of training materials as necessary and with guidance from SI consultant.
    Mentor and train local partners on building adequate information systems, support in database management, including management and use of project information systems, support to local partners in maintaining high data quality standards for improved reporting consistency and accuracy
  • Support local partners to develop high quality visualizations for internal PEPFAR meetings
  • Support Data.FI Activity Manager by providing relevant information for monthly updates on activities supporting local partner capacity strengthening to USAID/Cameroon and other stakeholders, as necessary
  • At the conclusion of this activity, in collaboration with Activity Manager and SI Consultant, provide support to endline strategic information capacity assessment.
  • Support the development of summary of accomplishments in PowerPoint format of joint capacity-strengthening plan, end line strategic information capacity assessment results (if implemented), and recommendations for next steps.
  • Liaise closely with remote Activity Manager through frequent management check-ins
  • Liaise closely with Cameroon-based SI consultant/lead in-country implementer through frequent check-ins

Candidate Requirements

  • Strong familiarity and demonstrated professional experience in management information systems, electronic medical record systems and other health information systems with a preference for local experience in public health programs, for example HIV/AIDS, maternal and child health, or other health area program statistics and/or management information systems
    Demonstrated experience in IT hardware, software, data management
  • Experience working with large datasets (on relational as well as non-relational data stores) and excellent understanding of metadata, DHIS2 and patient level data.
  • Demonstrated skills in capacity strengthening through technical assistance, mentoring, and coaching both face-to-face and at a distance. This includes strong skills in public speaking and delivering trainings and workshops.
    Possess sharp analytical skills and problem-solving abilities especially with data forecasting, cleaning and transformations.
    Strong proficiency in query/reporting tools, SQL, Advanced Excel, (or similar visualization tool), R/Python or other statistical tools.
  • Excellent verbal and written communication skills.
  • Fluency in French and English required.
  • Authorization to work in Cameroon required.
