PURPOSE OF THE JOB

The Environmental Health (EH) Project Manager, under the supervision of the Senior Project Manager of SW/NW and the EH Technical Coordinator, will be responsible for the overall planning, implementation, and monitoring of IRC’s Water Sanitation and Hygiene (WASH) project in the North West/South West region. S/He will be responsible for supporting the field-based EH team for the successful implementation of EH project activities, including EH infrastructure constructions and rehabilitations in the project area and ensure the capacity building of EH team members. The EH manager will be supporting the Senior Project Manager in all aspects of oversight, technical supervision, management, and reporting, and provide input to the EH Coordinator for the development of project technical proposals. S/He will be IRCs EH focal point and represent the IRC in all internal and external EH coordination meetings in the NW regions


SPECIFIC RESPONSIBILITIES

Program Management and Implementation:

  • Lead the planning, implementation, monitoring, and evaluation of EH project in accordance with IRC standards, SPHERE standard, Sector Cluster lead, Cameroon Law and in line with donor requirements and client’s needs.
  • Support the development of detailed work plans, budgets, procurement plans and Item forecast for EH activities, ensuring timely implementation and reporting.
  • Ensure accurate documentation of EH activities and experiences at field and office level.
  • Ensure that EH interventions are gender-sensitive, inclusive, diverse, and meet the needs of vulnerable populations, including women, children, and persons with disabilities.
  • Conduct regular field visits to monitor project activities, assess progress, identify challenges, and provide technical support to field teams.
  • Ensure timely and accurate reporting on EH project activities, including disaggregated data collection and analysis and the compilation of regular progress reports.
  • Ensure that all EH activities are implemented in a participatory and community-led manner with the active engagement of clients and local stakeholders.
  • Follow all technical direction as outlaid in the North West and South West EH Strategy for the installation of all water and sanitation infrastructure in IRC supported medical facilities, included the requirements for the mobile health units, IDP sites, refugees, returnees and host communities including but not limited to drilling, restoration of existing infrastructure, drainage, solid waste management, latrine, shower and EH/laundry construction, hygiene campaigns, vector control and hygiene promotion activities.
  • Review all technical designs, cost estimate and scope of work of EH infrastructures in communities and health facilities in line with IRC, SPHERE and EH Cluster standards.
  • With the support of the Snr Project Manager, conducts assessments and technical surveys on new water sources and sanitary facilities (latrines, showers, laundry, garbage pit, patient pathway, etc.), construction needs and rehabilitation of structures.
  • Support the Snr PM and EH Co in proposal writing and strategy development.
  • Responsible for the IRC EH mini laboratory and ensure water testing is conducted for all water points.
  • Share weekly and monthly reports for the EH sector.
  • Draft donor report for the EH sector at the good time with clarity and with a methodological manner
  • Responsible for the regular sharing of 5Ws

Budget and resource management:

  • Monitor EH project budget and expenditures and ensure that all activities are implemented in accordance with budgetary, financial guidelines and with respect to the IRC way 2024.
  • Ensure that all EH project assets and resources are utilized effectively and efficiently, and that inventory and asset records are maintained.
  • Support the Snr PM in the review of spending plans for the EH sector.
    Participate in all BVA meetings.
  • Support in the review of partners’ EH project budget and proposals for new funding opportunities with the IRC program.
    Technical Support and Capacity Building:
  • Supervise the EH staff, providing guidance, mentoring, and capacity building to ensure the delivery of high-quality EH services.
  • Responsible for the capacity building of IRC local partners in all EH aspects including EH assessment, identification, training and follow up of CHVs, designing of tools to follow up EH activities.
  • Maintain open and professional relationships with team members, promote a strong team spirit, and provide supervision and guidance to enable work teams to successfully complete their tasks and within budget.
  • Take responsibility for discussing job expectations, performance, and goals on an informal quarterly basis with designated staff.
  • Take responsibility together with the Snr PM for the recruitment of EH staff
  • Responsible for the time sheet, activity plans, leave planning, and staff training/development activities.

Coordination and Partnership:

  • Ensure that all EH activities implemented by partners are conducted in accordance with IRC and donor guidelines, policies, and procedures.
  • Develop and maintain strong partnerships with local authorities, community leaders, NGOs, and other stakeholders to support the successful implementation of EH programs.
  • Represent IRC in EH cluster meetings, EH sub-working groups, Shelter/NFI clusters and other forums related to EH programming, promoting effective partnerships and collaboration, and debriefing by email or Word document the Snr PM, Field co and the Technical Coordinator.
  • Maintain a close link and collaborate with other sectors especially, Protection and Rule of Law, Child Protection, Women’s Protection and Empowerment and Economic Recovery and Development
  • Represent in the absence of the senior project manager in meetings with administrative authorities (regional delegations, MINEE and/or Ministry of Health, but also the Municipalities of the areas concerned by EH projects) for all cross-cutting requests. Representation must always be done in conjunction with the Senior Project Manager, Technical Coordinator, and the Field Coordinator.

Monitoring & evaluation:

  • Collaborate well with the Monitoring, Evaluation, Accountability, and Learning (MEAL) team to ensure that data collection, analysis, and reporting are conducted in a timely and accurate manner.
  • Track EH activities with grant donor requirements.
  • Ensure that data collection, monitoring, and analysis of EH indicators are in line with the approved monitoring framework, using all appropriate monitoring tools and at indicated frequencies.
  • Participate in the follow-up of data analysis.
  • Ensures that the team collects the sources of verification for each activity and archives them on Box.
  • Work with the project manager to identify opportunities for expanding EH programs and services in the assigned locations.
  • Support the MEAL Officer in writing MEAL reports.
  • Agrees to abide by the IRC Way.
  • Commits to ensuring the optimal implementation of these Policies within its framework.
  • Any other duties assigned by the supervisor to enable the development of IRC program.

Qualifications

REQUIREMENTS

  • Master’s degree in environmental engineering, Public Health, Water and Sanitation, or related field.
  • Minimum of 5 years of progressive experience in WASH programs, and 3 years in managing WASH programs preferably in humanitarian or development contexts.
  • Experience in designing BoQs drawing infrastructure plan, experience in management Microsoft Office package and AutoCAD (or similar computer aided design),
  • Strong technical expertise in water supply systems with strong knowledge with solar powered water systems, sanitation facilities (institutional and Household), hygiene promotion, and behavior change communication.
  • Strong knowledge in WASH in health facilities and use of IPC tools
  • Proven track record of successful project management, including planning, implementation, monitoring, and evaluation.
  • Ability to work effectively in a fast-paced environment, multitask, and meet deadlines.
  • Familiarity with donor regulations, reporting requirements, and grant management.
  • Excellent leadership, communication, negotiation, and networking skills.
  • Strong project planning, organizational, interpersonal, and communication skills.
  • Proven technical writing skills.
  • Interpersonal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure in a professional manner.
  • Fluent in spoken and written English, Pidgin English (very well), and French language is a plus.
  • Be of Cameroonian nationality
