Job Description

Data Officer will collaborate closely with the whole Core Competency teams in the Country (Far North, South West/North West and Batouri) to develop and supervise the systems and processes for the collection, storage, and management of referrals, information and data relating to the NRC programme, and for specific M&E activities that need to be carried out for the programme – such as surveys and questionnaires. He/she will have a background in humanitarian or development work which he/she will use to ensure that internal/external referrals are tracked and followed up, and that Information Management and M&E activities promote quality control of programme implementation, and learning to ensure improvement in methodologies and practices.  

Responsibilities

1 – Generic responsibilities

  1. Ensure compliance with NRC data protection policies, guidelines and standards in data management
  2. Create and adjust templates and tools for collection of data and information in and from the field. Ensure team members are trained and familiar with the templates and tools to be used correctly.
  3. Maintain an up-to-date database for tracking of beneficiaries, activity indicators and issues requiring follow-up, including those initiated by community representatives in all NRC intervention location.
  4. Support the systems and processes for data collection required for monitoring of all projects indicators (internal, donor, and Activity Info), including creation of forms for mobile data collection (e.g. Kobo and others), training the team and monitoring quality of data collected.
  5. Manage and maintain the databases (including interim tools and CFM database)
  6. Support roll-out of CC database, including through training the team on new data management procedures (e.g. data entry and updates)
  7. Follow-up with CC team for updates, data, and reports from fields with verified information on beneficiaries, activities, and humanitarian gaps and duplications, and ensure proper soft and hard-copy archiving of the information
  8. Monitor and improve quality of information provided by CC staff, provide feedback to team members, and adjust templates in collaboration with CC Leads, M&E Coordinator and AM as required
  9. Ensure proper filing (hardcopy and soft-copy) of reports and data collected by entire CC team
  10. Help M&E and Program Team to organize surveys, FGDs, and questionnaires to monitor programme implementation and impact; ensure collation of results; provide initial analysis of results; and work with M&E Staff and CC Leads to present findings to the team to ensure learning
  11. Ensure protection of sensitive data
  12. Any other relevant duties as requested by NRC

2 – Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly. The line manager drafts the specific responsibilities and sends them to his/her line manager for approval.

  • Assist the M&E Coordinator in entering Project Tracker data into the GORS platform on a monthly basis.
  • Assist support coordinator to follow up reconciliation of deliverable data entry on a monthly basis and report progress to AMs each month,
  • Manage Database and share information on monthly basis with M&E Coordinator and AMs.
  • Support M&E Staff to manage GORS data reporting and others online platforms and report progress in a monthly basis.

Qualifications

1 – Generic professional competencies for this position

  • Experience from working in complex and volatile contexts
  • Bachelor of Sciences (or above) in computer sciences, statistics, social sciences, economics, or other relevant field, or equivalent experience
  • 2 to 3 years of relevant work experience in humanitarian and/or development projects, combined with demonstrable skills in database management or other relevant skills
  • Experience of working in the geographical area
  • Fluency in French, both written and verbal, and good working knowledge of English

2 – Context/specific skills, knowledge and experience:

  • Experience in information management and analysis, and understanding of M&E approaches and techniques will be an asset
  • Experience in management of databases
  • Other IT skills (Mastery of MS Excel essential, Access, PowerBi)
  • Experience with online platform reporting
  • Strong organisational and team working skills
  • Good cultural awareness and sensitivity, as well as highly approachable, trustworthy and understanding of the principles of confidentiality
  • Knowledge of the NGO operations and the dynamics of the humanitarian sector. Specific knowledge of NRC is preferred. 
  • Good coordination and multitasking skills
  • Flexibility, both regarding job tasks and geographical area of work

We offer :

  1. Possible Starting Date : February 2022 subject to project approval
  2. Contract Type : Fixed term Contract of 12 months
  3. Duty Station : Maroua with 20% of National travel
  4. Salary and benefits : Grade 5 step 1 NRC Cameroon salary grid
