Summary of Duties:

Reporting to the Manager of the Foreign Policy and Diplomacy Program (FPDS), the Political and Public Affairs (FPDS) Officer will provide advice, analysis, recommendations, and a significant contribution to the advancement of the program’s objectives. 

Duties will include: 

  1. Ensure the implementation and tracking of communication, including engagement with press, social media, and public affairs for all the mission.
  2. Design, planning and implementation of initiatives to advance/promote Canadian priorities in the areas of human rights, democracy, the rule of law, good governance, peace and security. 
  3. Monitoring, tracking and analysis of local developments and preparing reports on the local scene, and evaluation of implications for Canadian priorities.
  4. Liaison with partners and stakeholders to ensure efficient coordination and an increase in the High Commission`s network’s size, and evaluation of opportunities for engagement and collaboration on priority themes. 
  5. Plan, coordinate and manage official visits and events to advance program objectives for the High Commission and its countries of accreditation; and
  6. Perform other duties as required.

Area of Selection:

This position is open to candidates who have the right to reside and work in Cameroon, who meet the essential qualifications, the conditions of employment and whose applications are received before the closing date.

ESSENTIAL QUALIFICATIONS

Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience.

Candidates must clearly demonstrate when applying to the position how they meet each of these essential qualifications.

*Language will be assessed further during the process. 

Education:

Candidates will be required to provide proof of the completion of their education.

  • Degree from a recognized university in a relevant discipline such as Political Science, Law, Journalism/ Communications, International Relations, Economics, Public Administration OR an acceptable combination* of education, training and work experience in the field relevant to the position.

*A total of 8 years or more is considered an acceptable combination of education and relevant experience.

Language:

  • Fluency in French (oral, reading comprehension and writing)
  • Advanced Level in English (Oral, reading comprehension and writing) 

Experience:

  • Significant* recent** experience in network development, relationship management, and/or partnership building with non-governmental organizations, governmental actors, public institutions, private sector entities, or multilateral institutions.
  • Significant* recent** experience working in areas related to human rights, gender equality and women’s empowerment, peace and security, or good governance.
  • Experience performing research and analysis, and drafting reports or briefs. 
  • Experience in project management, or event or logistics coordination.

* Significant means a minimum of 4 years.

** Recent refers to experience acquired in the past 7 years.

RATED REQUIREMENTS

The Rated Requirements are part of the essential qualifications and are relating to knowledge, abilities and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview (online pre-recorded/live or in-person), role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:

  • Knowledge of current political, socio-economic and security dynamics in Cameroon, and Chad, Gabon or the Central African Republic.
  • Knowledge of key actors in Cameroon in the political sphere (including grassroots and non-governmental organizations, government institutions, international organizations, the media, academic and cultural institutions).
  • Knowledge of Canadian foreign policy interests and engagement in Cameroon, and Chad, Gabon or the Central African Republic.
  • Knowledge and use of the Microsoft Office suite (Word, Excel and Outlook) and advanced use of social media (Facebook, Twitter, Instagram, etc.).

Competencies:

  • Focus on quality and details;
  • Initiative and action oriented
  • Adaptability and flexibility;
  • Judgement and discretion;

Abilities: 

  • Ability to set priorities, plan and organize work under pressure with minimal supervision;
  • Ability to research, interpret sources of information and synthesize data to provide advice orally and recommendations and/or suggest key actions to directors orally and in writing;
  • Effective interactive communication; and
  • Able to work individually and as part of a team in a multicultural environment.

Asset Qualifications:

Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.

  • Work or study experience in Canada.
  • Knowledge of the policies and procedures of one or more of the following programs: Consular, Foreign Policy and Diplomacy, Development, Common Services.
  • Experience working in a diplomatic mission or international organization.
  • Experience supervising staff for one year or more.

Organizational Needs: 

This is an anticipatory competition, it will be used to fill vacancies on a term and indeterminate basis in any unit in the High Commission of Canada to Cameroon, for up to 24 months following its conclusion.

Operational Requirements:

  • Willing to work in a high-pressure environment.
  • Respect set work hours and show flexibility with assigned duties.
  • Willingness to work irregular hours and overtime, on-call availability outside normal business hours.
  • Availability and ability to travel if required.

Conditions of Employment:

Conditions of employment must be met or complied with before being appointed to a particular position, and are to be maintained throughout the employment while being the incumbent of this position.

– Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period.

  • Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada covering the entire employment period.
