Org. Setting and Reporting: This position is located in the Strategic Planning and Operation Support Unit (SPOSU) within the Office of the Director of United Nations Mine Action Service (UNMAS), Office of Rule of Law and Security Institutions (OROLSI), Department of Peace Operations (DPO) in New York.

Established in 1997, the United Nations Mine Action Service (UNMAS) works to eliminate the threat posed by mines, explosive remnants of war and improvised explosive devices by coordinating United Nations mine action, leading operational responses at the country level, and supporting the development of standards, policies and norms. As a specialized service of the United Nations located within the Department of Peace Operations, UNMAS operates under UN legislative mandates of both the General Assembly and the Security Council. UNMAS also responds to specific requests for support from the UN Secretary-General or his designated official.

The Department of Peace Operations (DPO) serves as a center of excellence for peace operations, responsible for preventing, responding to and managing conflict and sustaining peace in countries where peace operations under its purview are deployed, and provides support to other entities on peace and security issues.

Responsibilities

Under the strategic guidance of the Director of UNMAS and direct supervision of the Chief of SPOSU, and within delegated authority, the Administrative Officer will be responsible for the following duties:

Human Resource Management

•Provides human resources policy guidance to the Director and manages the implementation of overall strategies and intra and inter-departmental policies and procedures, in relation to administrative and human resources management.
•Plans, initiates and coordinates administrative and human resources activities, e.g., recruitment, placement, promotion, performance appraisal, vacancies, job classification reviews, separation of staff members, training and career development, gender parity and staff-management relations etc., ensuring consistency in the application of United Nations rules and procedures.
•Provides expert advice with respect to conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
•Represents DPO as well as UNMAS at Departmental Panels and appointment bodies.
•Reviews post incumbency reports for purposes of vacancy management and staffing table control.
•Leads, oversees and coordinates the preparation and implementation of SPOSU work program and budget to ensure compatibility with work priorities and objectives, taking into account the most effective use of resources.

General Administration

•Implements and monitors support services, including information management, IT tools and service requirements.
•Supervises staff and provides advice to the Service on human resource administration and information management issues and practices.
•Serves as focal point for audit, compliance and oversight matters and coordinates the service implementation of related recommendations.Manages UNMAS Enterprise Risk Management framework.
•Produces major reports for UNMAS management and Executive Office.
•Provides expert guidance and leadership to more junior staff.
•Performs other related duties as required, e.g., reviews of Secretariat offices and departments at headquarters/missions, operational travel programme, adequacy of departmental space requirements, and technology requirements.
•Performs other related work as required.

• PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education

Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in administration, finance, accounting, human resources management or related area is required.
A minimum of five years of experience providing direct human resources support to senior managers, at the Director or above levels, is desirable.
Experience in human resources policies and procedures at an international organization as well as developing training/learning initiatives is desirable.
Experience in risk management and working with oversight and audit bodies is desirable.
Experience in monitoring and implementation of Delegation of Authority related processes in the area of administration and human resources is desirable.
Experience in the development and implementation of information management tools and processes is desirable.
Experience working with ERP systems (e.g. Umoja) and recruitment software/tools (e.g. Inspira) is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
