Reports to:Project/ WASH  Coordinator
Purpose: The WaSH Field agent will be responsible for ensuring community mobilization and sensitization on hygiene and sanitation education.Social /Case Worker (Service Provider or Staff): Responsible for supervising the activities of hygiene promoters, provide training on hygiene promotion, support women of CPCBM to counsel girls and adolescents and MHM, coordinate door to door sensitization and acts as a Liaison between the hygiene promoters and WASH Coordinator.The WASH field agent will provide regular reports on program activities in his/her zone of intervention on weekly/monthly basis to the Project/WASH Coordinator. He/she will be responsible for consolidating monitoring data from the zone allocated to him/her. The WASH Field agent will also provide support to hygiene promoters in making referrals to local protection agencies, if concerns are raised about children by beneficiaries and others humanitarian actors.  He/she will approve any referrals made. He/she will ensure that data is collected and consolidated as required.

Major Responsibilities

  1. This position is responsible for the supervision of the WASH activities in the field in accordance with Plan’s emergency WASH response in the Divisions identified for the project in the North West Regions of Cameroon.
  2. Supervising the activities of Hygiene promoters, Ensure WASH, Hygiene and Dignity Kits are distributed to the target groups,
  3. Facilitate and follow up management/ WASH committees in the assigned communities,
  4. Contribute to the identification and selection of beneficiaries for WASH, Dignity and Hygiene kits and liaise between Community Focal Points and the WASH Coordinator.
  5. Organize monthly coordination meetings with project stakeholders in his/her area and participate in the weekly project Coordination meetings with the entire implementation team.
  6. He/she maintains close cooperation with other partners in the area and produces and transmit weekly and monthly reports of activities to the project /WASH coordinator.
  7. He/she will ensure that data is collected and consolidated as required.
  8. The WASH Field Agents will be in charge of trainings of hygiene promoters, provide effective support in the direct implementation, monitoring and evaluation of WASH related activities at the divisional level.
  9. The WASH Field Agent shall ensure that hygiene promotion activities are implemented in all CAFS as planned.
  10. The WASH Field Agent will be based in the assigned Division and will report to the WASH Coordinator.

Accountabilities

  1. Supervise the team of hygiene promoters.
  2. Ensure all CAFS within his/her zone receive hygiene promotion campaigns
  3. Ensure hygiene promotion is conducted to at least 500 households in his/her zone
  4. Mobilize target communities to inform and sensitize them on the project’s activities;
  5. Participate in the establishment of beneficiary list for the project in his/her assigned zone of intervention;
  6. Ensure that the selection of beneficiaries is made in a transparent manner and according to the strict adherence to the selection criteria defined by the project;
  7. Planning and coordinating jointly with the government technical Services, all the activities of “WASH”, including the selection of construction sites, evaluation of work in his/her area of assignment;
  8. Establish and monitor the performance of the work in the duty zone;
  9. Work in collaboration with the CPIE Social worker and Community focal Point in the zone.

Monitoring, Evaluation, Accountability and Learning

  1. Ensure WASH needs assessment is done for assigned zone
  2. Ensure all child protection concerns are reported and also participate in case management meetings.
  3. Ensure the action plans of Girl/Boys clubs, and that for the door to door sensitization are closely follow-up by the hygiene promoters.
  4. Report on opportunities and constraints and any adjustments needed in the project.
  5. Ensure assessment, documentation, good follow up of all referred cases and report accordingly;
  6. Follow-up survivors from child abuses, identification and evaluations of their needs
  7. Give feedback on the project during community meetings with beneficiaries and Community leaders a month.
  8. Ensure Children and Young People Safe Guarding Policy of Plan International Cameroon is respected by all.

Information and Co-ordination

  1. Provide regular weekly updates with inputs from all Community Animators
  2. Submit monthly reports to WASH Coordinator on activities implemented.
  3. With the permission of the WASH coordinator can represent Plan in stakeholders meetings.

Human Resources and Administration

  1. Participate in the training and briefing of Social Workers and Community Focal Points of CAFS and other key stakeholders on WASH and/or related issues.

Dealing with Problems

  1. Maintain neutrality to the on-going crisis.
  2. The job requires intense interventions on the field, in areas often at risk. This requires prudence, vigilance and compliance with security instructions on the part of the animator.
  3. Excellent and creative leadership skills will be utilized to properly implement the activities, in accordance with the standards, principles and with possible resistance from colleagues as is often the case in emergency response work
  4. S/he should work under pressure and accept travels and stays in areas often austere.

  1. Keeps and maintain high contact with children, their families and communities
  2. Maintains a high contact with other partners at the Divisional Delegation of Health, Social Affairs, Ministry of Health, MINEE
  3. Maintains high contact with local partners.

Qualification and Experience

  1. GCE A/ Level or its equivalent. A degree in social sciences, environmental education, education or related field with good knowledge of established international child protection standards and WASH principles, can be an advantage; with at least 2 years of experience in Social Work or community development.
  2. Be able to speak English. Ability to speak the local language (Pidgin English) of the assigned zone will also be an added advantage.
  3. Has experience in working with children (boys and girls)
  4. Excellent written and verbal communication skills.
  5. Resident in the assigned communities (within Bamenda)

  1. Timely and effective delivery of project activities and other outputs (reports, etc.).
  2. Commitment to hygiene promotion, gender equality and participation.
  3. Skills in participatory assessment, recreational activities, informal education and sensitization on child and adolescent protection and prevention of GBV.
  4. Good computer skills (Microsoft Words, Excel, PowerPoint, Internet Explorer)

  6. Competence in working with Community stakeholders

Physical Environment

The position holder will work in a typical office environment with some of his/her colleagues in the same office environment and others in the field.

Level of contact with children

Mid contact- the job responsibilities of this positionwill require the post holder to occasionally have any one-to-one contact with children.
