Purpose: Given the current humanitarian crisis in the North West and South West Regions of Cameroon, Plan International is engaged in providing life-saving humanitarian assistance, protection, education and psychosocial support. Its operations are implemented in key sectors of Child Protection, Education, WASH, NFIs, Livelihood and Food Assistance and in coordination with all other humanitarian institutions.Dimensions of the RoleThis position is responsible for child protection data management in the North West Region. S/he will work closely with the CPiE Specialist, CPiE Coordinator, M&E Coordinator and other Emergency Response Team members and Plan staff. S/he shall be charged with defining and executing data editing and corrections, creating/accessing database to produce summaries and reports, developing forms, documentation of procedures for Bamenda PU. The Information Management Officer will be based at the Plan International Cameroon PU office in Bamenda.

Major Responsibilities

  1. Provide technical support CPiE projects and Bamenda PIIA
  2. Ensure that the information/data collection is made in accordance with the project specifications, guideline of donors and in accordance with the strategic guidelines and Plan International Cameroon programmatic standards;
  3. Organize/supervise the data collection, their processing and analysis of data in the context of monitoring the indicators of the project;
  4. Carrying on Monitoring and Evaluation for the SIDA project
  5. Train local Plan staff; Officers, social workers, field monitors, members of the local organization’s partners on the use of data collection tools as well as data quality and reporting; 
  6. Develop and manage the entire Child Protection Case Management database and GBV Case Management for CPiE projects for the North West South West response. Implement and regularly update the Information Management System
  7. Design necessary data collection forms, ensuring that the purpose and use of data collected is clear and that questions are simple, clear and collectable.
  8. Ensure quality control of data and information collected, through the development and/or review of new tools for the data collection in accordance of the logical frameworks of the projects, the quality assurance system of Plan International.
  9. Organize and manage data input from case management and other data collection forms and conduct initial analysis of the data.
  10. Provide support to the analysis of key projects indicators with produce graphs, maps and infographics.
  11. Based on the data collected, conduct needs and gap identification for the relevant sector.
  12. Proactively gather information from relevant partners and other organizations which may be of use for informing decisions.
  13. Develop an information-sharing platform as a web-portal.
  14. Update 5Ws matrix data from all CPiE projects of the PIIA
  15. Consolidating 5W matrix for all CPiE
  16. Provide information management services to support population data management activities including population and IDP estimations for project proposals.
  17. Provide advice and counselling concerning information management issues to NWSW

Monitoring, Evaluation, Accountability and Learning

  1. Ensure CPIE risk assessment is done for assigned zone
  2. Ensure all child protection concerns are reported and also participate in case management meetings.
  3. Ensure the action plans of Girl/Boys clubs, CBCPM and that for the animation of CFS are closely follow-up by Community Focal Point.
  4. Report on opportunities and constraints and any adjustments needed in the project.
  5. Give feedback on the project during community meetings with beneficiaries and Community leaders a month.
  6. Ensure Children and Young People Safe Guarding Policy of Plan International Cameroon is respected by all.
  7. Comply with Plan International’s Fraud Policy at all times to safeguard and protect Plan’s assets and reputation of honesty.

Information and Co-ordination

  1. Provide regular weekly updates with inputs from all Community Animators
  2. Submit monthly reports to CPiE Project Coordinator on activities implemented.
  3. With the permission of the CPiE Specialist can represent Plan in CPIE stake holders meetings.

Human Resources and Administration

  1. Participate in the training and briefing of Social Workers and Community Focal Points of CFS and other key stakeholders on CPiE and/or related issues.

Dealing with Problems

  1. Maintain neutrality to the on-going crisis.
  2. The job requires intense interventions on the field, in areas often at risk. This requires prudence, vigilance and compliance with security instructions on the part of the animator.
  3. Excellent and creative leadership skills will be utilized to properly implement the activities, in accordance with the standards, principles and with possible resistance from colleagues as is often the case in emergency response work
  4. S/he should work under pressure and accept travels and stays in areas often austere.

Key relationships

  1. Keeps and maintain high contact with Project Coordinators, Case Management Officers, PSS Officers children, their families and communities
  2. Maintains a high contact with other partners like National Institute of Statistics.
  3. Maintains high contact with local partners as needed arises.
  4. Technical expertise, skills and knowledge

Qualification and Experience

  1. University Degree in Management of Information Systems (MIS), data management and in-depth analysis or Computer Science or Statistics, economics or related disciplines.
  2. A minimum of 2 years in data collection and data management, monitoring and evaluation or other relevant fields.
  3. Experience in database design, database distribution and map production and capacity building to give « hands-on » training on database management and reporting. Proficient in use of GIS, Advanced Excel, SPSS or STATA and other related software packages.
  4. Demonstrated skills and experience in data and data analysis visualization.
  5. Knowledge, Skills, Behaviors, and Experience Required to Achieve Role’s

Skills

  1. Have a good editorial capacity (capacity of drafting of reports);
  2. Ability to speak, read and write English in the North West regions and proven ability and willingness to learn other languages
  3. Has experience in working with children (boys and girls)
  4. Excellent written and verbal communication skills.

Physical Environment

The position holder will work in a typical office environment with some of his/her colleagues in the same office environment and others in the field.

Level of contact with children

Mid contact- the job responsibilities of this position does will require the post holder to occasionally have any one-to-one contact with children.
