Career Opportunity for Cameroonians: Apply now for a one-year fully funded Hubert H. Humphrey Fellowship Program in the USA, 2025

The Embassy of the United States of America in Cameroon announces an open competition to recruit qualified candidates for the 2026-2027 Hubert H. Humphrey Fellowship Program (HHH).  Please carefully follow all instructions below.

Program Information

The Hubert H. Humphrey Fellowship Program brings accomplished professionals and policy makers from designated countries around the world to the United States at a mid-point in their careers for a year of practical, professional development experiences and non-degree academic study.  Humphrey Fellows work in critical fields to make the United States and their home country stronger, safer, and more prosperous. Fellows are placed at designated host universities to take advantage of academic, professional, and leadership enhancement activities offered by the campus setting.  Candidates should understand that the program is non-degree in nature and cannot transfer from the Humphrey Program to degree status in any program.  Applicants should be aware that they will not be able to become degree candidates after they arrive in the U.S. For more information about the Hubert H. Field of Study Categories

Candidates may choose any of the eligible fields in the four study categories below.

  • Human and Institutional Capacity (Economic Development; Finance & Banking; Public Policy Analysis and Public Administration; Technology Policy and Management)
  • Rights and Freedoms (Communications and Journalism; Law and Human Rights)
  • Sustainable Lands (Agricultural and Rural Development; Natural Resources and Environmental Policy; Urban and Regional Planning)
  • Thriving Communities (Public Health Policy and Management; Substance Abuse Education and Policy; Educational Administration, Planning, and Policy)

Eligibility Criteria

  • Cameroonian nationality with a valid Cameroonian passport (or eligibility to hold a passport)
  • Bachelor’s degree
  • At least five years of full-time professional experience beyond attainment of a first university/undergraduate degree prior to August 2025.
  • Management or policy responsibilities. Exceptions are made for scientists/researchers applying in the field of substance abuse education and policy.
  • English language proficiency. The Embassy will consider highly qualified candidates with moderate English language skills.  Such candidates will be required to take 12 weeks of intensive English training prior to the start of the fellowship if selected.

Ineligibility

Ineligible candidates include:

  • Recent university graduates
  • University teachers or academic researchers with no management responsibilities (except in the field of Substance Abuse Education and Policy)
  • Individuals who have attended a graduate school in the United States for one academic year or more
  • Individuals who have participated in U.S. government-sponsored exchange programs within the last three years prior to the submission of their application
  • Individuals with dual U.S. citizenship or U.S. permanent resident status
  • Applicants who are not qualified to hold a valid passport as a citizen, national, or permanent resident of the country that they are applying from.
  • Employees of the U.S. Department of State, including temporary employees and contractors, and members of their families as well as individuals who work for or are otherwise associated with an organization that is responsible for nominating or selecting individuals for participation in any U.S. Government-funded exchange program

Application Submission

  • We will only accept applications submitted ONLINE at https://apply.iie.org/huberthhumphrey 
  • The application must be completed entirely in English
  • Candidates MUST attach a copy of the bachelor’s degree diploma certificate, licence or equivalent (translated into English).
  • Two (2) letters of recommendation (written in English) are required
  • TOEFL exams are NOT required at this stage of the application process. Shortlisted candidates will be given a voucher to take the English language exam.
