ROLE PURPOSE:  How does this post support Plan’s strategy and mission?    

This project therefore consists of strengthening the food security and nutritional situation of Central African refugees through cash transfer activities (CBT), conditional in-kind distribution, improving the nutritional situation of children aged 6-23 months (BSFP), improving their living conditions and protecting their livelihoods through asset creation activities in emergency situations. The aim is to improve the food consumption score of food-insecure households and limit the use of erosive coping strategies, and thus protect the assets of refugees by providing them with food support and education on good nutritional and hygiene practices.

The achievements of the project are linked to Plan International Cameroon areas of global distinctiveness (AoGD) and aim to promote girl’s equality and rights.
 

DIMENSIONS OF ROLE:

The project is about Saving lives through coordinated and integrated inclusive cash assistance for refugees in Mandjou – Gado – Garoua Boulai – Betare- Oya- Woumbou-Colomine affected by the Central African crisis. Under the supervision of the Project Coordinator, the Field agent will have to perform the below main activities:

1 – Proximity monitoring of households in the acquisition of foodstuffs from the project’s retailers and their consumption

2- Contribute to the adoption of attitudes and practices of food and adequate hygiene among at least 60% of beneficiaries each month through sensitizations in each intervention area;

3- Support to the resolution of at least 80% of complaints (including the treatment of complaints from the WFP green line) through the collection and compilation of cases identified in the field, in support of the complaints management and accountability committees created or revitalized

4-Team management (Community agents)

5-Reporting and representation

6-Implement cross-cutting activities (Gender and Inclusion, Safeguarding, Cross-cutting Protection)

7-Ensuring food availability and price stability in the markets through bi-monthly collection and analysis

ACCOUNTABILITIES

  1.    Problems solving

The holder of the position has no authorization and will liaise with Project Officer and Project Coordinator for all related finance and administrative procedures under the leadership of PIIAM.  But his proactiveness will be key in planning and implementation of activities in the field.

  1.   Communications

The field agent must maintain good collaboration and communication with beneficiaries, retailers, the complaints committee, and other stakeholders in the area.

Speaks and writes clearly and effectively; correctly interprets messages from others and responds appropriately; Adopts an appropriate communication style when communicating with the whole range of colleagues, partners, Children and communities; exhibits active listening and effective feedback; ability to clearly and convincingly express thoughts and ideas in written and verbal form.

Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.


TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE:
Qualifications

  • Education:
  • Holder of a GCE-Advanced level (Baccalaureat)
  • Experience:   
  • At least 2 Years Experience in monitoring and implementing CBT activities
  • At least one (1) year of experience in working for a reputable international humanitarian and development organization.
  • Minimum of one (1) year work experience in nutrition (working in DPF will be an advantage)
  • Experience of working with institutional donors/fundraisers (WFP)
  • Experience of working in zones where security issues are a concern
  • Experience in motorbike driving (motorcycle license will be a plus)
  • Ability to speak, read and write French or English and proven ability to speak other local languages
  • Have knowledge of behaviour and people habits of the target area might be an added value

Knowledge

  • Demonstrated ability to provide supportive supervision to the community relay;
  • Approved skills in effective management of teams and / or group of people;
  • Willingness and ability to be flexible and accommodating in difficult and frustrating working conditions;
  • Knowledge of disaster risk reduction is an asset and is desirable;
  • Knowledge of education and the principle of DRR an asset;
  • Excellent written and spoken French with: written and spoken English language is an advantage;
  • Ability to work in emergency situations.

PHYSICAL ENVIRONMENT AND DEMANDS:

Ability to work under pressure and in remote area and in zones were security issues is a concern.

LEVEL OF CONTACT WITH CHILDREN:
High level- the job responsibilities of this position require the post holder to have contact with children on a daily basis. It is therefore expected that children shall be protected at all times.
